A new免税制度 called the "Refund System" will start on November 1st for foreign tourists visiting Japan, replacing the current system after about 74 years. This change is prompted by serious issues of domestic resale of duty-free goods. Under the new system, travelers must verify goods via a dedicated terminal or website before departure; if verification fails, no refund is given. If goods cannot be confirmed, the tax authorities will handle it, and no refund will be issued if the item cannot be verified.
